However, I have encountered too many organizations who look for ways to scale back or limit compensation for sales reps to agree with your opening comment that 99% of corporate executives are willing to offer unlimited earnings to their sales team. 

Having said that, I agree that the difference in results is strictly in the sales reps mind. Interestingly enough, I wrote an article with virtually the same title a few years ago, "Order-Taker vs. Sales-Maker".
